What's a good way to have a library of ebooks at a small firm?

We have ~42 employees and we have a large library of printed books. I'm interested in having a similar library of ebooks, but I want to make sure to do it without ripping off any publishers or writers. So I need to make sure that for a given ebook purchase, only one employee is reading that ebook at any one time. I could write an app for this, or use a shared spreadsheet I guess, but is there a better way?

(I'm aware of Safari but we've tried it and it's not a great fit for us. We all prefer ebooks as DRM-free files.)
