I purchased The DevOps Handbook and am trying to send it to my Dropbox from the "Your Products" page. If I go under "Send Ebook" and click "Send to Dropbox," I get messages about "Sync request submitted!" and "Sync request processing!", but the book never shows up. Other books in my Dropbox work just fine.
Based on http://support.oreilly.com/oreilly/to..., I'm guessing this may have something to do with no PDF version being available - but the site should tell me if it's unable to fulfill my request (or fall back to saving an ePub version) instead of silently failing.

I think your guess is correct, there is no PDF currently available for that ebook (though we are working on getting one from the publisher).
So, if you have only the PDF check box checked in the Chosen Formats section, then nothing will be sent, since there is no PDF.

Sorry, but where is the Chosen Formats section?
The "ePub" button on the right works, but the "Send Ebook" button itself doesn't seem to offer any options for choosing formats.
In other words, I was able to download the book, but I feel like the site is unclear or may have a bug, if you want to pass that feedback on to the appropriate people.
