On page 59 of iPhone the Missing Manual there is a mention of 200 free text messages / month. According to AT&T that isn't true. Is there something i'm missing?

AT&T changed their iPhone plans since that edition of the Missing Manual was published. The second edition of iPhone: The Missing Manual explains how AT&T's new plans work:
The original iPhone service plan came with 200 free text messages per month; the iPhone 3G plan doesn't come with any at all. You can pay $5 a month for those 200 messages, or pay more for more. Keep in mind that you use up one of those 200 each time you send or receive a message, so they go quickly.
