I clicked on Browse the Contents of a book. This is something that I have done quite a number of times in the paste. Today was a little different. While the website is all in English, the book appeared in Japanese. I do live in Japan, and I do read Japanese, but I am access an English website and expect the English edition of the book to be displayed.
I think that you are too eagerly trying to predict appropriate content based on an IP rather than rationally thinking throw the issue. First and foremost, if the rest of the page is in English, then so should the book preview. Further, please read the languages in my browser header. English is first followed by Japanese.

Thanks for taking the time to let us know about this problem. We're not doing any language detection here, we just seem to have embedded the wrong Google Preview. I'll have this corrected.

I contacted the Google Book Search folks and they're unsure what is causing the problem. The data is correct, but clearly the wrong book is showing up. Google informed me today an engineer has looked into it and feels they found the problem. It'll could take a couple days for their systems to update and show the correct book.
